Yes you can reset the bevel fairly easy IF you have all the stones to do it with. The average straight razor shaver does not have a set of stones to do a complete honing from bevel set to finisher....

A Red Imp is hard to beat. There are many good vintage razors out in the wild. As long as the blade is straight & no weird bevel issues you should be safe.
I don't like to use tape to hone razors...
