Yes, If the blade is oily such as when you strop (the strop has oil in it) and then “wipe” the blade before you look at it, oily streaks will distort the view… that may be the horizontal streaks you...

Not sure you did this but... it is best to "wash" the blade with soap and water and rinse before looking at the scratches or taking photos... use one of those compressed air cleaners to quickly dry...
