You have no need for the Norton 4/8k yet. Since you have magnification and a Norton 1k, you need to spend some time setting the bevels on that 1k.

Assuming that the steel is not so bad that all that chipping arose after the hone and shave, then you were never remotely close to a completed bevel set.
