I think you guys are right; the sandpaper is not quite flat, even though it's taped down at the ends. I switched to my bad Swaty hone (the freakazoid hone I bought that's about as rough as 1000 grit...

1000 grit?! Yikes! It took *MANY* strokes with the 220 to get the chips out. 1000 grit would have taken years.

To answer previous questions: yes I taped the sandpaper down, yes I honed afterwards....
