That's odd. Are you using a pencil grid on the 10k to estimate flatness. It shouldn't matter if it's not 100% flat.

At 10k you should mostly be just polishing. Can't see enough metal coming...

They can be the same people. Just like spin fisher people can also fly fish. They just understand the difference between feathers & metal.

I can remember a very well known smith on youtube shaving with a straight he honed in a very specific way, no names.
I can also remember some blood involved so I'd say he didn't quite have a handle...

Well then the problem is in your strop or stropping &/or you have honed up a convexed edge.

So what happens when you take that wicked sharp edge off your CrO & then strop it on leather ?

It could be your leather strop. You didn't say what your using as a strop.
$19 eBay strops or some scrap leather do no not make a razor strop.
However my crystal ball says you're doing something...
