Not really. If you selectively sand rust you end up with shiny pits surrounded by patina. You can deactivate any active red rust with various acids but the rust will then just turn black & still be...

Dunno how to pick the exact age but the ones stamped "Sheffield" are 1890ish or earlier & the ones stamped "Sheffield England" are post 1890.
Their production roughly spanned early 1800's to early... -
