Yes, they were nickel plated but not too thick, so do not use an abrasive metal polish, as we typically do with straight razors.
The red tipped were highly sought after a year or so ago, perhaps because of the limited production, and said to be the most aggressive of the flair tipped razors super speeds.
I usually soak in hot water with Dawn dish soap for a couple days, then into the ultrasonic. If you don’t have one, some scrubbing bubbles and a soft tooth brush works well.
I find Flitz and a soft tooth brush works well to bring a shine to the nickel and will get in all the knurling and should remove the rust.
Buff with a micro fiber. You can clean the black from the micro fiber, by soaking in Simple Green overnight then washing in the machine normally.

Nice score mate you can also use a soft toothbrush with toothpaste but those should clean up like new as a lot of great members have said before me
