Is this a trick question like "do you breath in or out during your golf stroke?" - just to mess with our heads?
I use only my wrist, I find that when only using my wrist I get a nice scything motion that is hard to replicate while holding my wrist rigidly. I also find that if hold my wrist rigidly I have a tendency to grasp the razor more tightly therefore cutting off the feedback from the razor that could result in an uncomfortable shave.
I'm not really sure, I think mostly arm for large spots such as cheeks, and more wrist action for the smaller areas.

Since I use a scything stroke, I'd have to say that I use both the arm and wrist in almost every stroke (although I'm sure some parts of my face bring exceptions, eventhough I couldn't say which). I probably use the wrist a little more, because I don't want to cover too much ground with every stroke; rather clean every area thoroughly by scything with the wrist.
I hadn't really thought about it before, but I use my wrist more with my right (dominant) hand and my arm with my left. I'll have to try loosening up my wrist when using my left.
I use only the wrist with my shaving arm's elbow tucked against me. I found that I have my best control that way. I have used the entire arm in the beginning, but I got more nicks that way.
Like a lot of things, it's all about what works well for you. I have seen str8 razor shaving videos where the person has his elbow sticking out and he's doing a great job shaving; it works well for him.
Mostly the arm. Even when I use the wrist, I think there's still some whole-arm movement going on, the possible exception being when I shave under my nose. It probably took a little practice and paying attention in the early days to be able to keep my wrist straight and relatively still without death-gripping the razor, but I guess I got over that hump a long time ago--don't even think about it now.
