Clean it with some metal polish and a rag, by hand.
Hone it and enjoy
Nope, it looks pretty good in the pic. Looks like a good candidate for a easy clean up.
IMHO.
Outback speaks the truth! There's no need to go any lower than some metal polish.
However you will find that some well crumpled newspaper before using a rag will do wonders. The newspaper will be a very fine abrasive that will work with the metal polish. Then you can go to a soft rag/I like old T-shirts.
Also PLEASE REMEMBER that while the razor may not be sharp enough to shave it's more than likely sharp enough to cut the Hell out of you! So please be careful.

I ordered a piece of linen as a replacement secondary for my SRD Buffalo strop. When I did, I inquired if they also sold the bits and tackle required to make a strop, because I didn't really want the poly webbing to lie around going to waste. I was informed that, unfortunately, they don't keep strop hardware in stock...so I did what any other reasonable person would - put in an order at Tandy Leather and got to work:

Pair of D-rings, some stiff brown Latigo scraps, and of course Chicago screws. Might have to repurpose the screws, 3/8 is a bit too big methinks. But I may be able to source smaller screws at one of the local craft stores so...no big deal there.
