Yes, it does appear to be shallow surface rust and should easily be cleaned off. Now, some of the rust is on the etching so you will not be able to leave that intact.
The rust can be cleaned off with a series of w/d sandpaper grits. Just be careful of the edge.
Actually, since you are new, it might be best to pay someone to clean it up with a buffer and then hone it for you. That way you can start out with a good shaver.
Ok. I was leaning toward having it done. It's a nice Dovo, not something I really want to learn and practice restoration with. I'd rather have it as one of my shavers. Any reputable restorers?

Yes, but it is going to take some work and be very careful work, not to lose too much the gold or the etch, but it can be done. You will lose the gold on the spine.
Start with a single edge razor blade and cut off all the active rust, then some 000 steel wool to see how deep the pitting.
Then some 600 and go from there, tape the gold and etch to protect it.
If you lose too much of the etch or gold, unpin and just buff it.
Or as said send it out. Condition is everything when buying a razor, if it needs repair, factor that into your cost. In the 70-100 range you can buy some very nice, shave ready vintage razors, check the classifieds.
I would take all of the above advice. There are some good deals in the classifieds on here most of the time & if you wait, it will be gone before you know it. If you see something you like, ask about it or look 'em up on eBay to see what they are going for on there but many if it is a bin will be over priced. Sometimes you can get lucky but it is best to get advice also. You did good by asking.
Pretty honest seller there IMHO, he actually went out of his way to show the worst parts of the blade and the rust with his pics... Unusual for e-bay any more
