The razors are stamped Lord Street in Liverpool. There are a couple hits, one from 1870 (and a further listing from 1875 at the same address):

But your razors look to be later than that.
Those have a really pretty grind. It's well worth asking someone like mycarver what an overhaul would run. He's really experienced with ivory and it is delicate stuff.
No doubt mycarver is expert in restoring, particularly with his ivory work. OTOH ....... if that were my set ...... a tube of semichrome, a box of Q-tips, maybe some dental floss to get around the pivot area, and roll of paper towels would be as far as I'd go. Beautiful grind on those. I really like the spines.
