I don't want to burst your bubble but that looks like cell rot to me. I hope I'm wrong.
ugh! get rid of that pitting and watch it somewehere away from your other razors, preferrably in a ziplock bag. if it starts returning throw away the scales.
you've also got some serious honing to get rid of the nasty frown. your edge will be well within the bevel, but hopefully the pitting hasn't destroyed the steel completely and you can get it shaving.
If it proves to be Cell Rot, do not toss the scales just get them off the razor and save them in a baggie, those inlays can be lifted and put on new scales...
Clean it and wait like Gugimeister said, but the smell might tell you when you get it ...

Hmmm. I hate to be the guy in the room asking dumb questions but what exactly is cell rot? I see where the finish on the blade looks like its been damaged - possibly from being enclosed in the scales? But to throw the scales away? I was thinking the scales looked nice whereas the blade is what needs some work. Is cell rot something that affects celluloid specifically? A fungus? A razor disease? A wicked curse?

Celluloid rot smells like vinegar. The look of the rust pattern is pathognomonic for celluloid rot. Even if you do not smell vinagar, remove the scales a.s.a.p.
yep, I picked up an 8/8 engels a couple months ago that looked just like that...I tried sanding it and it was black all the way through..Hopefully you wont hae the same probem.Good luck.. I have a DD like that one also..It has pitting but is a great shaver...I put it in a tumbler and it shined right up (pits still in it).So, it it does come out then you will have a nice shaver...If you look at Max's past works you will see where he redid a dd in orange. He transferred all the bling to G10..It came out fantastic..You might try something like that?
it showed up in the mail today. The edge of the blade is actually serrated from rust. I've emailed the seller describing the problem and asking for a refund.
It seems to be item 180619381537. On some of photographs there's a partial bevel, so the extent of the oxidized through steel is not clear, bit it's certainly not along the whole edge.
Of course the rust/pittinh is very clear on the photographs, there's nothing hidden or anything, so I don't see how you can claim the item was not described properly.
You certainly gambled on the razor not knowing what you're doing, and you shouldn't feel like the seller is taking advantage of you if they refuse to take the razor back. I mean if you'd have gotten a mint condition razor for that price you wouldn't be requesting a refund because you underpaid.
After all the seller listed it at $9.99, and it's all the bidders who thought it's worth to them at least that and up to $80.
Just my perspective on it, which is a variation of - if you don't know what you're doing either don't do it, or live with the cost of doing it.
BTW I have returned razors when the photographs had the blades in a dark shadow without any possibility to tell what's there, and the description was 'no rust or pitting', contrary to what showed up in the mail.

I think you're reading more into this than there is. True, his pics are pretty good, but after holding it in my hands and seeing and feeling the edge. The choice was easy. Rust is a strange thing. You never know how bad it is until you peel away the layers. This is also my first experience with cell rot, and I hope my last. And, this is also the first razor I've bought on eBay where I can say I was disappointed with what came in the mail. Sure, everything on eBay's a gamble. I don't care what it is. And, finally, I do not feel like the seller is taking advantage of me. He could've easily said that the sale is final, and I would've had to accept that.
I think the fair thing to be would cover the shipping. As stated above it really wasnt the sellers fault.
