Don't get me wrong, I do think it is an OK to Good cream and might be worth the money. The cushion is nice but I just don't feel the slickness though. Hardness of the water may be an issue but Proraso feels quite a bit better than TOBS. It also can leave my face feeling dry. I will enjoy the samples I bought but will not buy the cream. I will however buy some of the Eton College and Sandalwood cologne just because of the scent.
I will just put a check mark next to YMMV.
I agree with the OP, I always thought TOBS could be better, especially for the price. I'm not a big fan of most of the scents, and the cream is hard to work with in terms of water to cream ratio, (although I use soap exclusively now). The only product I still use of TOBS is their Bay Rum.
I've found that their performance varies by cream actually. For some reason Peppermint, Rose and Lavender just don't lather very well at all for me, whereas Eton, Jermyn St, St James and Avocado are all a dream.
I think I got a decent lather from tobs sandalwood and I liked the way it smells but sandalwood is just another thing that irritates my skin. Thankfully I only used samples because I prefer to use soap rather than cream.
I've always mostly been into D.R.Harris and Trumper creams, but my experience with TOBS has been without issues. The one's I've used grapefruit, almond and lavender have all performed very well for myself, their a nice bargain cream if they work for you.

I've used or at least tried almost all of the tobs scents in creams. While I didn't find any that didn't perform well. I did however find a couple that work a step above the others. These three stay in my rotation. Elton college is number one from tobs. St James is number two an surprisingly to me I found grapefruit to be great too. Honestly expected to dislike this one. Can't say I've had a bad experience with any of their products. I like their matching aftershaves as well.
