if it's a powder you need a carrier so you can coat it evenly and so it doesn't go flying around and you breath it. if you use the oil or water you can apply it and when the liquid dries the strop is coated.

Can i use mineral oil to mix it with the crox powder?
Either mineral oil or neatsfoot, it only takes a few drops of the oil and a very small pinch to do this, a little goes a very long way. Start with less than you imagine working and go up from there if need be.
I have a paddle strop with Crox, every razor I hone gets finished off on it. It lasted for years before I had to rejuvenate it. I wouldnt use it on my everyday strop.
