I like mine lower than my waistline, I just prefer to strop on a downward angle, there's no right or wrong it's whatever angle you feel comfortable with would be my answer.

Whatever works for the individual. Everyone's arms are different lengths which changes the fulcrum points. I personally prefer my strop to be secured to the wall at the height that my thoracic region meets my abdominal region. I hold the strop at my waistline. Each to his own. ;)
Belly button height pulled slightly upward
I like my strop about half way between my waist and my shoulder. I have it attached to a towel bar in the bathroom . Actually a short elastic tie is hooked between the towel bar and the strop. This allows me to strop slightly upward towards the handle. The most important thing is to be comfortable and keep the blade in total control. It takes time to learn how to use a strop. Be careful and do not rush learning.
I started with my strops at about shoulder height or a little higher. Anything else feels weird for me now.
It's just a matter of what you get used to. Any angle will work. As long as you keep the razor flat to the strop, it's all the same as far as the razor is concerned.
