Is there a proper height to hang a strop, and if so, what is the rule?
For me the middle hinge on a door. Others will differ. That allows right left swing action from my elbow. I would start at the elbow height or belt level of your body.

No, not really. As long as it is comfortable for you and your stropping is effective it’s all good.

Like RezDog said: whatever works for you. For me - it's doorknob height. I usually strop when sitting down, so it's actually chest-high.
Many have their strop hooks at counter level height, but it's whatever you like really. The old house I live in had a hook at eye level, so that's what I've always used.
About belt buckle level for me. Get the strop level with the ground and feels comfy to me.
I'm with gasman, although I like a slight incline for whatever reason at the same height.
Approximately waist high is the general rule. It is a matter of ergonomics.
I like anything between waist and chest height, anything higher or lower isn't as comfortable.
