I believe that's chromium oxide a.k.a. chrome-ox, Cr2O3.
It is a slightly abrasive polishing compound to refine and refresh and edge.
i cannot see whole back of your strop but if it is all surface area that is sufficient enough. You don't have to work it in etc.
i assume someone tried to put on chro2 then stopped try your fingers see what happens i think you will need more chro2. I am not sure (i could make mistake Chrisl was selling it in small packages on classified check it out please.) .if you like to buy whole chro2 then check out hand American or japan tools sites. i am sure someone will post the links to that side. hope this helps
Yes, the main goal is to increase time between honings and/or refine the edge after honing.
As far as spreading it around and proper application, I'd recommend you either read up on it in the wiki, or wait for somebody else to answer. I really don't have any experience with pastes.
