As far as the Illinois strops are concerned, I find them vastly inferior to both Tony's and SRD's in terms of craftsmanship and overall quality. Or, put bluntly, the USD 30 you might save won't pay off in the end. SRD offers strops with exchangeable components, so that even nicking one piece of leather (or other component) won't render the strop useless. Unless you go down the "considerably more expensive, but I want that type of leather, and am sure I won't nick that strop" route (Old Traditional, Kanayama), SRD's strops are hard to beat overall (availability, versatility, price). Very hard, in fact.
