Yes a light machine oil as soon as possible to stop further oxidation.
Yes the pivot needs to be oiled as well.

Next a light abrasive like MAAS or Happich Simichrome with a Q-tip to
    work around the gold.

This is not the end of the world. The ability of the razor to shave has not
    been diminished.

I've cleaned off the olive oil and coated the razor with mineral oil, I also poured some around the pivot pin.
I ordered a tube of MAAS, it should be here Thursday.

I know it'll still shave just fine, I just like the razor for it's aesthetics and would like to preserve them.

I wonder if putting it in the ultrasonic cleaner filled with oil would do anything

Don't think oil wil work, try to get some other cleaning agent. Just water don't rust carbon steel that fast. And dry of and use wd40 to stop any rusting. I use water and then wd40 on highcarbon tools/knifes

The mineral oil I purchased is for storing the razor.
I have a bottle of MAAS polish coming tomorrow, I'll use that to remove the tarnish from the blade.

Update: MAAS polished did a good job on the tarnish, there's a hint of discoloration still but perhaps a few more passes will clean that up.

Thanks again for all the help!

    This is a new razor.

In the extreme the ultrasonic cleaner would clean the gold off the razor.
A lot depends on how the gold was applied. Gold plate vs. gold leaf.
Gilding with gold leaf uses an adhesive and the oil might attack a
    water safe adhesive.

In another corner cleaning can remove protective oil or wax and invite
rust to get a foot hold. Those that clean with alcohol and serious detergents
should expect to be in a race to promptly protect the steel.

Note that many polishing agents are a suspension of abrasive in a
wax/ oil base so polishing can do two good things for steel.

WD-40 has value because it displaces water. The problem with
it is the contents of the can are "secret" and it is not a long
term protectant. As such it needs to be followed up by a
    protectant.

Many here recommend common USP mineral oil -- the same mineral
oil used as a lubricating laxative or skin protectant (baby oil for example). In the
US you can look it up but the bottom line is it is known food safe
and skin safe in the most common uses.

    WD-40 Company and Product History

It took them 40 attempts to get the water displacing formula worked out. But they must have
been really good, because the original secret formula for WD-40®—which stands
for Water Displacement perfected on the 40th try—is still in use today.

Convair, an aerospace contractor, first used WD-40 to protect the outer skin of the
Atlas Missile from rust and corrosion. The product actually worked.....
