i would go the multi layers of tape first
1st layer or 2 or required to get the thickness to your liking for build up of the spine thicness & hone this tape down to the the even thickness then apply the final layer of tape as for normal noning
this process has been writen out previously in honing for uneven spine wear etc
I have had to do this with a pig of a W&B with a poor spine condition
just keep a track of what you do so it can be replicated later if required for touch ups etc
