Thanks for all the replies! I soaked the scales for several days in oil to rehydrate them, but I am still nervous:)I might just do a couple of mock ups and then decide, I am worried about the scales getting stained. Does anyone have some more picture of ivory scales with collars?
Well its not ivory, its bone.
But here's a few pic's using the little Stainless washers. Their typically used under normal collars, so they won't dig into the scales.

I always use a drill chuck and make one side of the pin in the chuck, which leaves only one side to peen the piń on in the scales. Also I think the dome of your hammer makes a difference too. A more flat dome is harder to get the peen without hitting the scales.
See! I tried that, but seem to do better dabbing a bit at either side.
So many ways to do things!
That's where I learned it from!
Then try it the other way!
I like to peen mine just enough to hold the collar, then assemble.
