Prolonged bright light exposure. I wouldn’t want to bleach it.
Call it Patina and leave it be.
I think some have darkened Ivory with tea, not sure if it would work on celluloid...................
Tooth brush and Mothers or brush and toothpaste.
I was gonna say. Wet toothbrush dipped in Barkeep's Friend.
If it don't come off, it's in the scale. You can paint those, you know....
If you think it is something on the surface that can be cleaned, try polishing them. If they have actually gotten darker that is a head scratcher.
I clean scales like this with a gun cleaning brush. A toothbrush will also work. Put a little dish soap on the brush and give them a good scrub. You’ll be surprised by how well they clean up. Then rinse them with warm(not hot!) water. Be sure to dry everything very well and let them air dry for a good 24 hours.
Also, like Sharptonn said, they can be painted.

These looked much worse than yours when I started.
Oxyclean, Tc
That was a tough stain.
I took most of your advice. Polishes and toothpaste with a toothbrush cleaned it up some. I started gentle and upped the aggression. I ended up using lapping paper to sand it and the high spots lightened up.
Put it on a better blade, a Morley.

Looks good. You can also paint all the details with some proven paint and wipe the clean. It will leave paint in all the details and add a lot of depth. They look great as is too.
She cleaned up well, good work.
It looks great, nice job.
