Flitz and a qtip. Stay away from the edge.
Flitz is a metal polish. If it's on the edge then you can carefully try to clean it off, but I'd guess that you would need to take a touch of steel off to get a clean shaving edge. And that means to put it on a touch-up/finishing stone. Then if you are not going to use the razor for a while, a bit of oil on the blade should keep that from happening. After you make sure its fully dry.

So I now have a secondrazor effected. I stropped and shaved per normal there was no sign of this. Then after cleaning up it was in the edge of this razor too. We have very hard water could it be this? I know for certain it was not there before the shave.
It’s a water stain. They come from either not being full dry when being put away or stored where there is too much humidity. It’s hard to clean that up without messing up the edge and you may get it with careful use of metal polish. 0000 steel wool and polish can get all kinds of old gunk off of a blade but I have never gone that far without messing up the edge. Also by messed up, I do mean just messing up the honing. They come back on the hone super fast.
Having just encountered a case of celluloid rot on a razor I have to ask if you have celluloid scales on either of those razors.
