Frameback restoration

I just found a Wade and Butcher Celebrated Rattler, Frameback razor. the rust is not as bad as what i have seen and razors, but there is some black spots were the face and the frame meet, making it very hard to get to with a buffer or a hand sander, any info, tips, or advice

I think with the right size wheel you should be able to clean this up on a buffer-- are you using a real buffer, or a grinder with buffing wheels? With a proper arbor you should be able to attack the crevice with the spine running parallel to the edge of the wheel, perhaps offset by a couple of degrees to the cutting direction. Of course, if it is a swayback frame this would be trickier, but I think you can get it... you may need to go to a light greaseless to get rid of the black spots though.
