I used to use a round or half-round file, followed by Oldengaerde's suggestion of a slip-style hone.
Lately (last 6 years or so), in place of the file, I've been using one of these for all my garden and "heavy" cutting tools. I don't like it on finer knives, but it works well and fast on carpet knives, pruners, even lawn mower blades.
