Woe! That thing has some pitting. I would love to find an old Japanese razor like that, but I don't think that one is salvageable. I wonder if I could have one of the guys here make one for me at some point. Hmmm...

I'm no dud, but I'd leave this puppy to JC or BE.. I think the pitting would overpower my flaps. A belt-sander at low rpms might do the trick but it would have to be done carefuly to maintain the angles.

I know I could make it nice and shiny. It just won't look like anything except a shiny chunk of metal, though.
