I won the auction on this Charnley Forest hone last weekend, I had my max bid quite high but it stayed put at £8,50, crazy cheap and I even feel kind of bad for the seller...

The seller didn't specify the shipping cost in the bidding, but did state in the Ad that he was willing to ship it abroad, this happens more often and usually this isn't a problem I don't mind the unknown part there as you can easily guess what it would probably cost.
Now this is the strange part in it all, because he didn't spicify the shipping cost Ebay didn't alllow me to even place a bid on the item because of my location!! in fact when I looked up the ad again using the exact title in the Ebay search it didn't show up, neither did it while searching for "sharpening stone" or something of that sort.
After I contacted the seller, he confirmed he had no problem shipping it but he couldn't change the settings in order to enable me to make a bid on it, is this Ebay messing things up? or what's going on here?
