    it looks like paddle strop to me, if you look at the flat bed it is different material looks like leather to me

    LOL, I see it now and having converted 27.5 cm into inches I understand the scale of it. When I first looked at it I saw it as being about 4 inches long. Looking at the third picture, there is little difference in color or texture between the metal handle and the leather. I thought it was all metal.

    Looks like a paddle strop to me too.
    Cuir = leather
    d'affilage = for sharpening
    en metal = in metal (e.g., made of metal material)

    It is a leather strop in a rusty metal frame. A loom type strop but adjusting the tension of the leather may not be very easy.
