Oh man, you beat me to it. I was going to message seller with offer for washers. I would have to talk them out of Global shipping though. $30 bucks for $12 dollar shipping? Still, $13 for four nice domed washers is interesting.

Shouldn't the country the buyer is in be charging the "import charges" and not the seller?

Yes, Pitney Bowes is supplying an unneeded and unwanted service to prevent the buyer from experiencing the horror of paying duty on out of country purchases when they are delivered. They collect the money to prepay the duty. Unfortunately there is no duty on most things going between Canada and the US (never paid it on dozens of purchases). What do they do with the money? I see a class action law suit in the future.
