This particular razor grinding doesn't look like it was done professionally at all, and the scales don't match the time period, or the blade at all. The only thing its got going is it large size.

Well, the seller could've lowered the reserve by those $5 and make the top bidder a winning bidder with a commitment to complete the sale. It'd be probably worth the $5 to avoid another ebay listing fee if he has to repost it. With only two bidders willing to go above $350 I wouldn't be too confident in the ability of that razor to fetch $700.
But may be the top bidder (or the second highest) hasn't changed his mind and will indeed be willing to take it for the max bid and everybody lives happily ever after
Or they can even arrange outside-of-ebay sale and cheat ebay out of their fee for connecting them
