looks like pure badger brush to me or is there some special black grade?Be just and fear not.

this pure badger for sure. To call it silvertip is GROSS representation.
or
the knot is just upside down as some suggested where the silvertip hair is actually embedded inside the handle
or
it was dropped in a bucket of black paint
or
it has charred from a blow torch held to the tip of the hair
or
since the brush has been placed upside down on the handle the black color from the base has flowed downward towards the tip. (happens to my silvertip brushes all the time....)
