As any business owner can tell you, when you collect sales tax for the state, you get a small bit of that money back from the state (if you pay it in a timely fashion) as your fee for being an "agent" of the state.
While Ebay may state publicly that they didnt want to be a tax collector, if you think for one moment they are saddened, or burdened by being able to automatically take our money, and then keep some of it when they send the payments to the govt, you are smoking the kind of crack that made the 80s famous.
And its my belief, that Ebay is also responsible for the tax on shipping, brought about when people in an attempt to get around ebay fees, would charge .99 for an item, and $200 for shipping charges. So they implemented the fees include shipping charges policy. It just spread from there...
