In many cases there is no equivalent in the private sector and it falls to the Govt to do jobs no one on the outside would do. The Post Office is a great example. The commercial carriers would love to take over all the parcel business but deliver letters to folks home forget it. If a private outfit ever took it all over there would be no home delivery. You'd have to go to a storefront to get your mail.

Another big difference is the private sector funds their business so they can conduct it with the greatest efficiency and profit. If buying new equipment and hiring more employees leads to more profit, it's done. Govt agencies aren't funded by need, they are funded by politics. Most agencies are so underfunded and undermanned it's a miracle they come close to doing their job. You really can't compare Govt and private for this reason alone.

Maybe I'm partisan here cause I worked for the Fed but I could write pages about this stuff. Most people use the old standby of Govt means incompetence and waste but they really don't know jack.
