Just left Feedback for an item I bought on eBay Belgium and before I could, a window appeared that stated that Sellers weren't able to give Negative or Neutral Feedback anymore

At last I can issue Negative (or Neutral) Feedback if and only when I'm truly not satisfied with a Seller without the fear of getting hit with Negative Feedback in return.
