Sorry to hear about this Eric. That's exactly the stuff that Paypal can do and does every now and then. My experience with Google has been far better than with paypal, their checkout system seems much better.
Have you talked to the paypal limitations on the phone - if it were me I'd very much like to put one of their reps on the hot spot explaining why exactly they chose to reverse the payment and are refusing to process it when the other party hasn't disputed and after they've told you to ship the items. Make them quote the exact policy in their terms that they do it under. Then write a letter to the DA and file a complaint with the BBB. It's probably not going to hurt them much, but a critical mass of such things starts accumulating their lawyers would flag the management.

I just can't understand it. My experience in years of dealing with them as a buyer and as a seller has been perfect. They don't hold funds on my sales but I have over 1,500 positive feedbacks and no negatives or neutrals in over 10 years. Anyway...... sorry to hear about your experience.

That used to be my experience with them as well...

Strange women lying in ponds distributing swords is no basis for a system of government.

Well I'd go to whoever I had to go to to appeal the thing. I'll have to check out the google checkout thing.

Completely agree, I'm with PayPal for few years and my experience is excellent. In recent years eBay changed greatly, there is a lot of fraud there nowadays. I have experience of receiving blades with cracks, broken items and not receiving anything at all. And, of course, how wonderful are photoshop tricks. With the help of this prog one can easily make an Escher stone out of Chinese and tell you afterwards that he knows nothing about stones and photoshop, that was only light play. This play costed me around 60$, and only with the help of PayPal I managed to return to the seller his stone and get my money back.

After all the dicking around with random holds, etc, and putting up with it, they finally went too far yesterday - they reversed a transaction that had already completed and debited the money from my checking account. Today I called them, providing an email from the buyer stating that the transaction had completed to his satisfaction (the buyer never opened a dispute in the first place, Paypal took it upon themselves to reverse the transaction on his behalf for no reason whatsoever). This is all after Paypal had already put those funds on hold and told me not to ship until they investigated - they then completed their investigation and emailed me a "go ahead" for the transaction. I shipped the item, the buyer got it and was happy and then Paypal took the money back.
When I spoke to them, they said I don't qualify for buyer protection, and I am pretty much SOL on the deal.

So... Google Checkout has a new customer.
Last night I showed this post to my wife. After reading that, and combined with our recent Paypal experience, we have decided to close our Paypal account as well. I will be looking into Google Checkout today.

If Paypal were to randomly reverse a payment on us, it would also cost us an overdraft fee. My debit card number was stolen about a year ago, costing us over $1k. The bank eventually (almost 6 months later) reversed the charges, but the damage was already done. After that, we don't keep a balance in our checking account. And we have never left money in Paypal. In fact, we try to live a cash-only lifestyle as much as possible in the modern world. Not only does it prevent impulse purchases, but it also allows us to live without the burden of credit card debt.

Have they changed Google checkout? Last time I checked on it, it didn't seem like you could make payments from one individual to another-there had to be a vendor account involved. This was a while back, though.

I haven't used it in a long time, but when I registered I said I'm a business. I don't think in US there is any formal requirement, I just provided my SSN, so that they can report my revenue properly if they are required to.
Afterwards I could send invoices by email, or place 'buy' buttons on a website, but it's not a system they intended for 'settling the dinner bill', like paypal does.

I've just closed one of my Paypal accounts.
It wasn't due to this HOLDOVER FUNDS policy but they wanted me send them my Passport information with a Picture ID to verify my Identity ...
I've been a Member for 4 years now and they never asked me to re-verify before
They said it's because I've exceeeded a certain number of transactions.
So they will have my Credit card on file + my Billing address and now they want my Passport ID
I told them where to go with that and closed my account immediately.
Slightly off topic but I thought I'd share that with you all
