I would have though that for an asking price of $1100, the seller would have at least arranged to have the edge cleaned up and honed to a shave ready state.

Well, it doesn't seem the seller knows anything about razors and this one in particular, so it's probably for the best that he is just offering it as it is instead of trying to do anything to it, or have somebody else do it.
OTOH may be we should point out to JoeC how valuable his razors have become - may be he'll start making them again
