    I'm not sure what to tell you about the scales, but it looks like you just bought yourself a decent razor that needs a little work. Plan on some polishing, honing, and some sort of scales repair or replacement. Not bad.
    Don't get hung up on hanging hairs.

    Pretty dern good IMO if you can get the scales fixed or replaced. I couldnt see a whole lot from the pics, what I know is mostly from the sellers description.

    The blade looks good, the scales are broken, as you can see, but you'll know whether they're functional or need replacement when you receive it.
