There are two sides of a razor, one stropping motion on each side makes one lap on a strop.

    A lot of guys, myself included, count 1, 1, 2, 2...etc.

When we say "25 strops" we mean you need 25 strops. Line them up along the wall and then do a lap on the first one, move to the next strop and do a lap on it, and so on until you get to the last strop.

    It's not hard people!!

Hmmm. Hope I can get a quantity discount for 100 strops ...

Not a big deal (at all) but getting curious, especially as when I see a couple of hundred mentioned as the number of times. That factor of two is getting to be a bit of a deal at that level of repetitions.
Let me guess.. Your an Engineer? Correct? Just strop it until you find your sweet spot. don't over think it. There is no set amount. It's different for all... I do 40 (back and forth is one. like a lap in the pool) on a pasted strop and 40 on plain leather after touching up on the hone. If I am just using it without touchup on the razor hone I just do 40 on the plain strop... To be truthful you can prabably get away with twenty if your blade is sharp.. I just use 40 because that is my sweet spot.. And I have trouble keeping count after that...

Are you using different species of roo as you progress down the wall of strops for gradient in the draw of them?

Looking at the amount of money changed hands in the classifieds, I'd say a group buy of 2500 is doable.

Beside, according to many "heads" here. You'll need like 25 of them... They must be disposable. <sigh>

This is the modern malady, EVERYTHING is disposable.
