They are probably water marks. Did they appear between shaves or slowly over time? If you have some crox put a touch on a rag and polish the area. Other mental polish should work too. Depending on what country your in depends on what is available

I have autosol which is made in solingen. Flitz and mass are more I have heard of. If you use the search you'll like come up with something. Got mine from the auto store. Hardware might have some though.

In my own experience, watermarks appear when I don't pay enough attention to cleaning/drying the blade during the actual shave. If I let lather sit on the blade too long - water marks. If I rinse the lather off with water and proceed to continue my shave without first toweling the blade dry - water marks. I guess it depends on water hardness and the chemistry of the soap you are using, but for me anyway, watermarks develop (amazingly quickly) during the shave, not after the blade has been cleaned and stored. Though I imagine if you didn't clean and dry the blade well enough after use you might get water marks, or worse.

They can develop either during or after the shave. I'd just pay attention during shaving and if not occouring it is a drying and storage problem. Make sure the blade is dry and oiled before storage and stored in dry location(not bathroom).

Better you pay attention to what your doing with respect to the actual shaving versus what's happening to the tang. You can spend time on the blade after the shave is over. I don't get too concerned about water marks. An occasional polishing will normally clean them up. If not then they become part of the individuality of the razor.
