Yeah, normal razors have 2.75" long edge, so that's slightly more than a 2.5" wide strop.
You draw the razor across the strop at a slight angle, not completely parallel to its length, and the whole edge gets in contact with the leather.
It's not a big deal at all, I'm not sure why it's sometimes made into some kind of a big deal.

Can you draw a straight-ish line on a sheet of paper? How much more difficult it is to draw it parallel to one of the paper's borders, compared to at a bit of an angle to it? Stropping is the same.

BTW the regular old european strops are 1.5" to 2" - my grandfather used such.
