    Try doing about 10 laps on the 12k stone with just the weight of the blade. Then shave one side of your face without stropping it.
    See if it cuts hair better.
    Then strop it on leather for 50 travels and shave the other side of your face.
    It should be a more comfortable shave. If it is cutting hair worse than before, then you have stropping issues and need to practice.
    If it is cutting hair the same, but still tugging, then your bevel is not set.
