It looks decent. May not need to use any sandpaper. You can start at 800 then go up to 1000,1200, or 1500 (for the mirror). Then polish, hone, and start shaving!

JMHO but i have cleaned up plenty of razors in that condition with just Mothers. it takes some time (do it while watching tv). it won't take out the pits but if they are not too deep they will shine up too.

First clean with 000 steel wool and WD40, it will not scratch the razor but will remove all the dirt, rust and grit, if you don’t you will just load up your sandpaper with all the grit.

Maas and Mothers are pretty much the same, with Maas a little bit shiner finish. I use both, first mothers and finish on MAAS, I only use a dab on a paper towel. When polishing with either do not keep switching to a clean part of the towel, the black tarnish works to do the polishing. Then buff on a clean towel. Finish buffing on a microfiber.

Now if the razor had active red rust, just cut it off with a straight edge razor blade. Even on your razor it will remove all the big stuff and remove a lot in and near the pivot pin.

1k steel wool will polish up the blade and remove some tarnish then, you can to decide if you need to go further down in grit. You can also clean the scales with steel wool and wd40, sand with 1k and polish with either.

I have also had good results with, Novus as a final polish, it and Flitz work especially well on Nickel double edge razors. Maas and Mothers are too abrasive for thin Nickel.

Well, if you put a mirror finish on it and decide that you don't like it, you can always scuff it back to a satin finish pretty easily.

As has been pointed out, if you use just the Mothers or MASS there will still be pitting showing. However that's not always a bad thing. I think of it as leaving some of the 'character' or 'battle scars'.

Now once you start with an abrasive (sandpaper) then you have to decide how abrasive you want to be. After just the Mothers or Mass then 2K wet and dry would be my choice and then see how you like the finish. If there are still 'Unobjectionable Pitting' then you could go lower.

Keep in mind that once there are scratches from any lower grit sandpaper then they Must be removed by going back to the higher grits!

Personally I wouldn't mind owning that razor with just having used the Mothers or MASS on it.

As you will find with 99.99% of EVERYTHING about straight razors is 'Personal Preference'.

As I said, please don't get caught up in the 'near mirror finish' for every razor BS. As Every Razor doesn't need it nor did it have it from when it was manufactured!
I completely agree. Some, well actually a lot of, razors are better off letting their age and character remain.
