I have seen the "arbeit"- it's from a reputed manufacturer. I would expect that it's at least a good shaver. Very skeptical about it being better than a good Puma or Duck but if it is, indeed - even better
Anyway - don't go to these guys you mention! As noted, there are several members in EU that can help you.
The suggestion to get another one from a member here is also very good, unless you insist on having only one razor (if you do - more power to you!)
And the wool - DO NOT DO IT!
Start with MAAS of Flitz (not sure if you have it there - contact the EU members for good alternatives). Then, after much work - you may decide you need actual sandpaper - but depending on the razor it may be from 120 to 2000... Best bet is to post high definition pictures here in the Restoration section for some *expert* opinions (showing the rust well, results after MAAS, etc.)

I've decided that I'll get a new blade first, since the suggestion that I may accidentally ruin it because the whole thing is new to me convinced me that I shouldn't start with this one. The thought of destroying it accidentally when it is valuable, an antique, and given to me by my girlfriend is a terrible idea.
At this point, all I want to do is restore it and let it sit until I'm ready and experienced enough to use it with confidence. I'll take some pictures and post them in the Restorations section. I don't want to screw up the restoration either!
