Default How to safely clean spots

Hi guys, was just wondering a good method of cleaning a razor without damaging/affecting the cutting edge. I've developed these "spots" on the razor, not sure if they are hard water spots or just residue of some sort. I've gently scrubbed these spots with a soft paper towel and that alone was able to remove 90% of them. It is a brand new razor so it's not rust or anything. I've been careful to rinse and dry the blade after each shave as well.

Someone suggested I try rubbing alcohol on a cotton cloth, is this safe to do?

Haven't tried it but someone mentioned trying an eraser on the end of a pencil.
