Your very lucky this man knew is limitations. I have fixed many a blade returning from a knife sharpener and they take more time and skill to fix than an untouched razor from Ebay.

Since razors are honed by hand even the mention of not having the right tool is scary, hopefully he means an ultra high grit hone.
