I would send it out to be rehoned.

Yep, As been said, send it out. Find one of the guys here that hone and send it to them. They will clean it up a bit for you too if you ask. The cost is so little its worth the wait. And at that point if you have any issues you will know its not the razor. Nice find. A keeper for sure! Good luck and welcome to SRP!

The vintage razors are generally honed really well out of the factory, if you'd have opened it new there shouldn't be any issues. However, that's not the case.
I would give it a try, strop it first. The rust is on the blade face quite far from the edge, so the edge may still be good.
In the worst case scenario it won't work and then you can get it honed and will know the difference.
