Forum Question - Those Little Stars

As I read through the forums, I see that sometimes there are groups of little stars associated with the title of a thread. Then, when I go in to read a thread, some users have a similiar group of little stars dancing away on the right, near their location and number of posts? What's the deal? Is there some meaning to them that I don't understand? Who can/should put up little stars? Is there any functionally to this? Thanks!
