Default Solingen "Uncle Sam" Straight Razor

    Hi there,
Can anyone tell me about this straight razor? I showed it to a respected antique dealer who dated it to between 1900 and 1920. It came in a black case that reads Solingen Star Co., Solingen, Germany. Apparently, it is a "double stabilizing piece" or "full hollow grind." The blade reads "Uncle Sam" on one side. The other side reads, "W.P.P.B.T.& S. Co., 317 W. Berks, Phila, PA." It's got an unusual translucent handle. I'm not only trying to date the blade, but I'm curious as to what the handle material is.
    Thanks in advance,
    Becky
