Welcome to SRP ! Here is some good stuff to read to get you started. Here are various videos on shaving, lathering, honing and what have you. As far as the razor goes, is Wester Bros also stamped on the tang ? Sellers frequently mismatch razors in the boxes. They made a good razor. That one looks like it would clean up and shave nicely.
Be careful how you treat people on your way up, you may meet them again on your way back down.

    Hi Deno, welcome to SRP!!

If I can make a few suggestions to you. First, that's a very nice razor. It does need some work. Perhaps you should put that one in a drawer and visit the classifieds. First, invest in a shave ready razor. There are many that are $75 and under that are shave ready. In addition to a shave ready razor you will need the following at a minimum:

    1. Strop (hanging is best, paddle will work)
    2. Shave soap/cream (personal choice)
    3. Brush (from under $10 to obscene prices)

You can either buy your own hones or send your razor out to one of our honemeisters. If you plan to do the honing yourself it's important to buy a shave ready razor. You can get one through the classifieds, or from someone like Kenrup (a member here) who sells quality beginner sets for reasonable prices. This way you will have something to compare your edge against. Rather having two variables to solve (trying figure out if a bad shave was caused by technique or bad edge), you will know you have a good edge to start shaving. You can develop you technique, and you can also develop your honing skills.

You should also consider investing in Lynn's CD. It contains over 3 hours of great information to start your shaving with straight razors...
