I was going to say the surface of the strop looks all bumpy, old and dry. That it may not be suitable for razors, but now you tell us the brand, it is safe to say with 100% certainty, those strops are no good for razors.
Maybe you can list them on eBay as spanking items, and you might get your money back and then some.
You can no more use Zeepk strops for practice stropping, than Zeepk razors for practice honing.
I have never held a Zeepk strop before, but you might be able to scrape and sand the surface and make something useable out of it. As long as the leather isn't dry rotted, it should work.
